FTA issues FONSI for Phase 2 of
MTA’s Second Ave. Subway
▶ The Federal Transit Administration (FTA)
allowed a step forward for the second
phase of the Metropolitan Transportation
Authority’s (MTA) Second Avenue Subway
with the issuance of a Finding of No Signifi
cant Impact (FONSI) based on review of
the Supplemental Environmental Assessment
for the project.
MTA says Phase 2 of the project will
provide a number of benefi ts for the East
Harlem community, much of which sits in
a “transit desert” with few public transportation
choices. The new service will cut
commute time by up to 20 minutes a day
and further reduce crowding on the Lexington
Avenue line. Following opening of
the fi rst phase of the line on Jan. 1, 2017,
crowding was reduced at parallel stations
on the 4, 5 and 6 trains by up to 40 percent
during the morning rush hour.

Metro’sCrenshaw/LAX opening
delayed until mid-2020
▶ The opening of the 8.5-mile Crenshaw/
LAX light-rail line will be delayed until
mid-2020 according to an updated timeframe
from Los Angeles County Transportation
Authority (Metro) CEO Phillip
A. Washington to the agency Board’s
Executive Management Committee.
The $2-billion project requires complex
work that is taking longer than expected to
complete. Several key issues are impacting
the project’s schedule including the completion
of the electrical work on the rail
line, which is taking longer than expected,
as well as L.A. Metro opting to take advantage
of outages to complete other work.
The project is 90 percent complete with
‘substantial completion’ of the project expected
in December 2019. L.A. Metro says
it will then complete fi nal safety testing and
operator training with service to the public
anticipated to begin in mid-2020.
